After the First World War, Belgium and Luxembourg established the Belgium-Luxembourg Economic Union (BLEU) as a customs union, one of the most important measures being the linking of the Belgian and Luxembourg franc. The exchange rates of the two currencies were the same from the end of World War II until they were replaced by the euro in 2002. The treaty establishing the BLEU was signed on 25 July 1921 in Brussels. On 23 May 1935, the BLEU treaty was supplemented by three other treaties, amended in 1963: (a) the treaty on financial and monetary affairs; (b) the agreement establishing common rules for the regulation of imports, exports and transit; (c) the treaty establishing a special income community with regard to excise duties on alcohol.
